This 51:49 split is why Dholera is described as a joint state-and-centre project: the state leads through DSIRDA, and the centre co-invests through NICDIT.
DICDL is the developer that turns the master plan into built infrastructure. Its work includes the trunk infrastructure of the region, delivered up front, and the serviced, ready-to-build plots that manufacturers and developers then use.
In practice, DICDL delivers: roads and internal networks, underground utilities, water and power supply, and a common ICT layer across the Activation Area and wider phases, so that industry can move into plug-and-play, serviced plots rather than raw land. [1][3]
