A special purpose vehicle, or SPV, is a company created for one defined job. In Dholera's case, that job is to develop the region on the ground, build the roads and utilities, service the plots, and manage the infrastructure, on behalf of the governments that own it. What DICDL actually does

DICDL is the developer that turns the master plan into built infrastructure. Its work includes the trunk infrastructure of the region, delivered up front, and the serviced, ready-to-build plots that manufacturers and developers then use.

In practice, DICDL delivers: roads and internal networks, underground utilities, water and power supply, and a common ICT layer across the Activation Area and wider phases, so that industry can move into plug-and-play, serviced plots rather than raw land. [1][3]

DICDL does not work alone. It sits inside a layered governance structure created by the Gujarat SIR Act, 2009 and the national corridor programme.
