The Delhi-Mumbai Industrial Corridor is a large-scale industrial and infrastructure programme built along the Western Dedicated Freight Corridor, the high-capacity rail line running between Delhi and Mumbai, and spanning several states along the way. Its aim is to develop new industrial cities served by world-class trunk infrastructure: roads, water, power and information networks delivered up front, so that industry can move in and scale quickly. On the ground in Dholera, the actual building is done by DICDL, the special purpose vehicle co-owned by the state and the centre, while DSIRDA plans and regulates the region under Gujarat law.
